The ruling says that the effect is negated, but if a card is chained - destroying my card, then Lightning Vortex remains in effect.

Because you must discard - it is negated.

even though ur spell destorys mine the effect still activates. i learned that from playing yugioh spirit call and yugioh tag force. its been used against me plenty of times

Hang on though - I just read - you don't win ebcause you must discard a monster with higher level that what is on the field... so you can't go twice...
